Réseau routier numérique de l’administration des ponts et chaussées (Grand-Duché de Luxembourg)

The digital road network of Luxembourg, created by the National Road Administration NRA (Administration of ponts et chaussées), is provided in a GPKG (GeoPackage) file that complies with the OGC (Open Geospatial Consortium) standard and can therefore be opened with all common free, professional, and mobile GIS (Geographic Information System) tools. It covers the entire network of the country’s national roads, including the following road categories:

· Category “A”: Motorway / Autoroute

· Category “B”: Expressway / Voie Expresse

· Category “N”: National Road / Route Nationale

· Category “CR”: Chemin Repris / Chemin Repris

Please note that municipal roads and cycle paths are not part of this network.

Legal Basis:

The geospatial data and associated attributes are covering data types on infrastructure according to European Commission Delegated Regulation (EU) 2022/670 of 2 February 2022 supplementing Directive 2010/40/EU of the European Parliament and of the Council with regard to the provision of EU-wide real-time traffic information (RTTI) services (Text with EEA relevance) - Annex I:

(1) The types of data on infrastructure:

· (1.a) road network links and their physical attributes:

· ---- (i) geometry*;

· ---- (ii) road width;

· ---- (iii) number of lanes;

· ---- (iv) gradients;

· ---- (v) junctions;

· (1.b) road classification;

· (1.d) location of service areas and rest areas**;

· ---- * The digital road network is based on a Node-Edge Model

· ---- **Rest areas on motorways (TEN-T)

(2) The crucial types of data on regulations and restrictions (2):

· (2.a) static traffic regulations, where applicable:

· ---- (viii) one-way streets

File Format:

The GeoPackage (GPKG) of the digital road network is compliant with the OGC standard; compatible with all common free, professional, and mobile GIS applications.

Data Accuracy & Temporal Validity:

The publication date reflects the network status valid at that specific point in time, incorporating all surveying activities completed by that date. Surveying work that is still in progress at the moment of publication cannot be included in the dataset. As a result, there may be minor discrepancies between the published digital geodata and the current on‑site situation, since the dataset represents the verified surveying status available at the time of release. Real‑world conditions may continue to evolve between survey completion and the next scheduled update. Users of the provided GeoPackage are expected to take this into account.

Temporal Coverage:

The “Temporal Coverage” of this dataset is defined by a single reference date that represents the validated state of the road network at the time of its official establishment. Consequently, the start and end dates of the temporal coverage are identical to this reference date. This indicates that the GeoPackage is a validated snapshot, produced in accordance with the definitions and conditions described in the sections “Data Accuracy & Temporal Validity” and “Revision Cycle”.

For the current release, the GeoPackage reflects the official situation as of 31 December 2025.

In total, four documents are available. They provide detailed information and guidance on Luxembourg’s digital road network, as well as the related codification lists, in the two supported languages: French and German.

· OGC – Open Geospatial Consortium: International organization that develops standards for geodata interoperability.

· GPKG - GeoPackage: Open, OGC‑compliant SQLite‑based file format for efficient storage of vector and raster geodata in a single file.

· GIS – Geographic Information System: A computer-based system used to capture, process, analyze, and visualize spatial data.

· RTTI – Real-Time Traffic Information: Provision of EU‑wide real‑time traffic information services to support safe, efficient, and coordinated mobility across the transport network.

· NRA – National Road Administration: Public administration responsible for planning, constructing, and maintaining a country’s national road network.

· TEN‑T – Trans-European Transport Network: EU framework defining a designated core and comprehensive network of strategic transport infrastructure — including selected motorways, railways, ports, and airports — to ensure an integrated, efficient, and interoperable transport system across Europe

· EEA – European Economic Area: Extends the EU single market to Iceland, Liechtenstein, and Norway, allowing these countries to participate in EU internal‑market rules without being EU members.code text here
