A medium-combustion plant is any technical device with a rated thermal input equal to or greater than 1 MW and less than 50 MW in which combustible products are oxidised with a view to using the heat thus produced, such as combustion plants, engines and gas turbines. All medium combustion plants must be registered with the Environment Agency, which keeps a public register containing information about each plant. The operating conditions and obligations of the operators of these installations are set out in the Grand Ducal Regulation of 24 April 2018 on the limitation of emissions from medium combustion installations.

On entend par installation de combustion moyenne tout dispositif technique d’une puissance thermique nominale égale ou supérieure à 1 MW et inférieure à 50 MW dans lequel des produits combustibles sont oxydés en vue d'utiliser la chaleur ainsi produite, tels que les installations de combustion, les moteurs et les turbines à gaz. Toute installation à combustion moyenne doit être enregistrée auprès de l'Administration de l'environnement, qui tient un registre public comportant des informations relatives à chaque installation. Les conditions d'exploitation et les obligations des exploitants de ces installations sont fixées par le règlement grand-ducal du 24 avril 2018 relatif à la limitation des émissions en provenance des installations de combustion moyennes.
